More about the DVLA V317 form
The DVLA V317 form is used for two purposes. To apply to retain private number plates or transferring from one vehicle to another. Read the instructions carefully, and complete the appropriate sections only. The form must be signed by the registered keeper of the vehicle. You will also need your vehicle documents as per instructions.

Use this form to apply for a Vehicle Registration Document V5C if you've bought a vehicle but you haven't received the V5C Registration Document in your name.
This form is to tax your vehicle by post. If your tax has expired, you will need to tax the vehicle at the same time as transferring a private number plate onto it. You cannot assign a personalised registration number to an untaxed vehicle.
